Why does the government focus on youth as it wars against e-cigarettes?

Because it's the only argument that had any chance of success at all in the court of public opinion.

Fortunately, with the latest stats regarding tobacco use among youth that are now available, the "vaping is a gateway to a lifetime of smoking and nicotine addiction" argument is about to crash and burn.
