Tugboat box mod question!!!

Hello!
I purchased this tugbox mod like a month ago and i just saw this problem :

1. Is the BLUE circle part safe?(it was like this when i got it)
2.(important!!) all the chips and cords are protected with some kind of clear pad, but as you can see from photo, there is a tear(or melt) on the RED circle part (apologize about the poor explanations)

I am afraid the volt can heat up and effect on the chip and i really wanna know your opinion...

1. Could be fixed by re-doing.
2. IMHO, the electronics are too close to the 510 connection's mount, which can get damaged further down the road, due to the heat produced during use.
