It would be one of, if not THEE most shockingly out of character events in any our lifetimes if the house were to remove the PACT Act from the omnibus budget and or for any president to veto the U.S. budget on the basis of this being included. One or the other of which would have to happen for this not to become law.
This is how a vaaaaast innumerable number of pieces of legislation have been bulldozed into law... forever. Tack it onto the budget which MUST be passed by constitutional mandate with due speed. It won't even reach the president's desk unless it's already known that he will sign it.
