If you make taxes on something too damn high, people find ways to avoid the taxes. And there are always ways to avoid them. All anyone needs to do is to look at NYS, and especially NYC, or Canada, where cigarette taxes are already a good bit higher than Prop 56 would do in CA. People in those places have NOT stopped smoking.
