I can't really answer your question directly. But I can tell you I came through Canadian customs just 2 weeks ago with an enormous amount of juice. And they never blinked an eye. If nicotine was going to be a trigger, that would have done it.
Most juice is sent through the mail, and it's a crap shoot as to whether it gets seized. Your vendor can tell you whether they have had issues with this. Some do, some don't. I understand MBV will try to resend (no charge to you) if theirs is seized at customs.
That tells me they have had some issues. But it really doesn't give you a 100% answer.
