Can't offer anything about a kit, I've never bought one; I just figured out what I needed, and bought it from the most cost-effective places. Amazon does offer PG/VG on Prime, which is why it's the cheapest way to get it -- those liquids are very heavy, but with Prime, they cost nothing to ship.
You don't need a scale; all you really NEED are 1) syringes, diff sizes: 1ml, 3ml, and 10ml;(I've bought them from both Amazon and from
https://wizardlabs.us/) and 2) a good ejuice calculator, such as
https://ecigvape.com/e-liquid-calculator-allows-flavors-with-nicotine-plus-pgvg-adjusting -- this one is good because it allows the most freedom with whatever way one mixes -- you can mix pre-made ejuice, or you can add to pre-made ejuice, or you can make ejuice totally from scratch.
I've never used a scale, because ejuice is LIQUID -- I don't buy 8 lbs of milk or a gallon of bacon, so why would I measure liquids with a scale? I guess if one is making tankers of ejuice, it might be a good idea to use a scale, but for small vaping quantities, it's just silly to make things so complicated -- you're measuring liquids, so use liquid measures.
A kit ASSUMES that it knows what things you will need, which is just dumb. All you need is PG/VG and some syringes and that calculator linked above. No need to make it more complicated than that.

ETA: I said nothing about nicotine because you said you didn't need it? I don't know if anyplace offers samples; I buy all my nicotine from vaperstek.org -- great prices, quantities from 120ml to full liters, in all the usual concentrations.
