They never stopped to think and no one bothered to ask them why any legislature should pass a new law with the expectation that 67-88 percent of those affected will break it.

Because it gives government more power over individuals; another charge to throw at someone who commits a minor transgression, or something to bust a kid for who doesn't properly respect government's "authority".
