That looks like some thing I have seen a woodcrafter make, he has a business, and I have seen his creations on ECF, the name of the maker fails me though, sorry.

Looks like it was made from Antler. I doubt this a mass produced epipe, more of a one of a kind.

I know where you can find one but not that rare mass produced nothing fancy just a novelty piece but here in fort worth shop is called smoking dragon or puffing dragon saw some better pieces than that in that shop
