If they get in on the mass buy clone market there will be some heavy bank accounts in the prison administration.

I think the concept is great. However, isn't there some sort of risk in giving guys that can make a power drill out of some gum, a few staples, and a coffee can eCigs? They are a treasure trove of raw materials. You can't dig with a Marlboro.
