I say this since mech mods in the hands of a newbie vapor is like handing them a pipebomb. You need to understand about battery amp limits, resistance of coils, etc.

What is your definition of cheap?
Do you already know what tank you'll be using?
Do you have any vape gear yet or are you just starting your research to decide what to buy?

If you're in the states you can reference this list for places to order from:
http://vapingunderground.com/threads/vendors-that-ship-from-usa.266680/
Dual 18650 mods of my choice would be:
Smok Alien
HomeTech HohmWrecker G2
Smok H-Priv
Pioneer4You IPV6
Smok X Cube Ultra
Wismec 2/3

You're going to need a handful of other items, you'll definitely want to spend the time to research as many different options as you can before rushing it to help ensure you get what you're after and not waste money in the process.

post number 12 on this link has additional useful info:

Any of the ones that @Paratech mentioned would be a fine first.
Personally as my blog indicates, I wouldn't advise a new vapor to start with a Mech, like the two you mentioned.
I would get something more in the regulated world, like the suggestions made. learn the basics and get to know the gear in general, then go ahead and get a Mech if you want. a lot of us started with them, because the regulated gear was not where it is now. If you did want a single battery mod, the Pico provides ample power for most tanks on the market; if you were looking for power, the pioneer4you that paratech mentioned would be my first choice; because, of its chipset.

If your heart is set on the mech, I'm partial to the stingray x over the smpl. I have both authentics and the button on the stingray is more me, plus you can use the 510 top, if you have an Atty that won't work as a hybrid.

With single battery mods brought into the conversation, HohmSlice would be an additional option.
It'll run on a single 18650 or 26650 plus it'll do temp control on any wire (for your future learning)
