What exactly does this mean and how do I go about doing it?
Does each flavor need to be diluted differently?
Does it say this so that people don't try to just use a flavor as a juice?
or is mixing my Nic, VG, PG, etc considered diluting or do I need to add water or something else?

Also if anyone knows the ratio of PG/VG in the flavors please let me know I have no idea if they are PG or VG based I know I have some flavors 85% VG 15% PG, but the ones from www.bullcityflavors.com are very PG looking. very thin.

depends on the juice you buy. some are VG based and some are PG based. all those concentrates can't be used as is. you need to dilute with VG/PG and Nicotine (if you want nicotine that is). Each flavor has different strengths as well so some may need to be used at 1% and another at 10% depends on how you like your juice as well.

Some of them specify, some don't. IDK if you can identify every one to be honest.

Chances are, unless it specifies otherwise, they're in a PG base.

This exactly; most flavors are PG based unless specifically designated as Vg based. Some may contain alcohol as well, but usually PG is the main "carrier."

TPA/TFA has the contents for each flavor on their own website.
