The part that stuck most with me is this:

There are concerns, as yet unsupported by evidence, that these products may provide a gateway into smoking for children and young people. The regulation of these products, in particular with respect to their advertising, promotion and sponsorship needs to be undertaken with these factors in mind.

Is this really even a problem? Are e-cig companies lining up to push products via mainstream media that has banned traditional cigarettes? The only ones that come to mind are those two Blu commercials with Stephen Dorff and Jenny McCarthy.
