If you can't get juice locally in your country then you are most likely not going to be able to find nic base or good flavors either.
Importing them will be costly when taking into account the shipping costs, but not as costly as importing juice.
You should check the legal status of nicotine in your country beforehand, so that it won't be seized by customs.
You will most likely be able to buy PG and VG locally (though not with USP/EP classifications) as they are being used by the food and cosmetics industries.
