No, that's the lower limit. Anything between 0.2-3.0 and you are fine. You'll be close to maxing out your power the lower you go because those coils need more energy to heat up.
Out of the choices given, I'd personally pick the Kanger toptank mini. You have a few widely available coil options that will fit in your power range, and I'm a fan of top filling. You also get the re-buildable deck with it if you ever want to try and make your own coils. I personally feel there are many tanks that are superior to the Kanger (I own a mini) as far as flavor and cloud production goes, but the 50w limit will probably keep you from using some of the newer tanks. Most will require at least 30-40w because of the newer coil designs. My TFV4 for example doesn't even start to come to life until I hit at least 50w. I'd also consider the Atlantis. They offer coils that are widely available.
If you really want to get into the newer sub-ohm tanks, I hate to say it, you're going to want more power...
