@mandikay to add one thing... giveaways have to be from a vendor with a license, so like if u win a contest and have to pay a dollar for the item so it can be considered a sale, it has to be a sale from a licensed vendor. like the reviewers on youtube are not licensed vendors, so they can not giveaway free tobacco products. only ppl with license can do it..
