So what I got from this is that they will perform poorly but can handle low temps?

18650s are usually OK in cold temps; assuming, you're not talking about insanely cold.
Lipo cells on the other hand can have some dangerous reactions to cold.

That's a good thing, always give them the proper respect for your face will appreciate it.
20F isn't a problem. They won't perform nearly as well if they stay that cool and it is a little harder on the batteries but it's not a huge deal. If you are using them at their limits you might want to dial it back though.
I would worry more a but the power you are drawing from your batts than the weathers affect on them.
Each and every case of mod failure via venting i have seen was from... Operator errors. Not the weather. Not the manufacture. Not even due to rewraping.
They are almost all due to pulling more amps than the batts had to offer.

Oh yea definitely! I don't run mine anywhere close to their CDR. I mostly vape at around 60W on my RX200S (3 cell mod) and if my calculations are right, that's about 6.6A at 3.0V yea? But I'm over cautious about that too! lol
