They are the manufacture of INW. They don't sell re-bottled flavors.
I'm not sure what rebottled has to do with anything the flavor is the flavor. But things are getting a bit off topic. I prefer NR because it is all in one stop for me. Service is good and that makes me happy. There gave my 2 cents.

its 13 dollars to ship 1 liter at nic river. that makes 1 liter of VG cost 20 bucks. there are close to 4 liters in a gallon..... the math is rather easy lol. .... if you order 4 times in a year thats about 80 bucks for one gallon. or about 80 bucks at essentials will get you 4 gallons and last 4 times as long. you can get a vg/pg mix also....... i understand being new to mixing and vaping and you just want a little to start, thats totally cool but honestly how long will a liter of vg last before you are ordering again. at least the OP knows where to go when he gets a handle on stuff and decides to go all out for an apocalypse stash also

I am new to VU. I needed a place to expand my DIY knowledge. I use NR for everything I buy 3mg/ml VG in a gallon for $29 and it is like 10-11$ shipping but I also order flavs while I am there, It is a good one stop. There are cheaper places to get the odd stuff one needs but as far as starting I think NR would be the best place to go to get all. BC doesn't sell nic so that would add an additional purchase somewhere else. So I agree with previous comments.
