Uhm, you might wanna have a look at a document called the US Constitution and the first few Amendments to it, which are called the Bill of Rights. Your proposal would require scrapping them first. There would be some real resistance coming at anyone who attempted to do that.

I've seen a system that deplores education, and is made up entirely of black individuals as a group. It's called "The Projects". They get their money from selling drugs, guns, and anything they can steal. Could that be ej's proposal? New York City seems like a good reservation for that sort of stuff.
the structure is in place in NYC public housing . I have worked in many projects and its a great system of lookouts ,protection and payouts even the supers of the building get a piece to help certain apartments go undisturbed .
