I just purchased a sigelei 100 watt plus and 2 sony vtc4's. I've been charging them for about 2 hours and they aren't quite charged. I have to go to work in a little bit, and I was wondering if it would be okay to put them in before they have charged fully. Thanks in advance.

yes its ok but youll only have as much juice that got charged. only thing you want to worry about is discharging them too far in a mech (3.2v is as low as ill go) but in a regulated mod it just wont fire if the voltage isnt there in your batteries

no its not ok. a rechargeable battery needs to be fully charged before use or it will harm the battery life.

With NiCADS, that is true. Lithium batteries don't have a "charge memory" so they can be used if not fully charged.

This is true once the first full charge has been done. Sounds like these are brand new batteries, so yes they should be fully charged the first time charging to increase the life of the battery. After that, does not matter anymore.

From MVS:
SONY VTC4 18650 2100mAh Battery - Flat Top - 30
High Amps discharge current, great for mech mods and sub-ohm builds
Safe chemistry LiMN means reduced risk of venting with flame or explosion. Due to the safety inherent in IMR safe chemistry batteries there is no protection circuitry added or built in. This provides a slightly shorter battery length to enable a good fit in most mods.
To ensure longevity, it is not recommended to allow the battery to discharge below 2.5V.
Please note that due to their inherent safety, IMR cells don't have a protection circuit built in. They should never be discharged below 2.5 volts or cycle life/performance will be reduced. Maximum charge voltage is 4.25 volts.
