This past time I've charged my batteries I put my batteries on the charger around 10%. After about an hour and a half the reading on the charger hasn't moved. So I put the batteries into my ipv4s and it was reading at around 90%. Any idea why my charger could be reading wrong?

Just tried that and its still reading at around 50% is it possible my ipv is reading the battery life wrong? Kinda like how when your charge your phone and it looks fully charged but is only at like 85%

You should get or borrow a multimeter and find out which piece of gear is acting screwy. You certainly don't want your charger to overcharge your batteries. Good luck.

I got mine free with a doorbuster coupon a while ago, not the best quality but it works pretty well and came with a battery installed !
Yep, haha I have a few I've gotten that way, it's a common coupon for them. Have some high quality multimeters as well obviously but these are actually pretty good to have laying around for quick testing and such. Only problem I've had with them is sometimes the leads break.

Have encountered crap like this many times.
Make sure battery contacts are clean.
Make sure contacts in device are clean.
Make sure battery fits in cell holder tight. If it is loose in device and switch is on, it will arc and oxides will form.
Some chargers will do this too. Power them after inserting batteries.

I have come across various chargers and devices where the battery contacts soldered to the board are cold soldered or the trace on the board has pulled loose. Happens when the tension on the battery is greater than the adhesion of the trace. The solder should be there for eletrical connection, not the primary thing holding it there mechanically. Those multi-length cell charging bays are shit in my opinion also, unless they use a multistranded wire instead of the sliding track contacts. I've fixed a few by just soldering the friggin thing to the rail since the person only used one type of cell. if they insisted on 'one size fits all', I added the wire. Murphy's Law # 11 - Any tool designed to do multiple things, does not do any one of them well.
