18mg nicotine mixing into 0mg?

If I have a 0mg ejuice store bought how much do I need to mix with 18mg to make it a 3mg e juice. Is there any difference with using 18mg with mixing vs a 3mg flavour wise or nicotine wise?

On steam-engine it shows the measurement as 3mg/ml. Does regular ejuice when it says 3mg is it 3 mg/ml or 3mg for the whole bottle?

It's mg/ml. So if you take 1ml of your 18mg/ml juice and mix it with 5ml of your 0mg/ml juice you will have 6ml of 3mg/ml juice (18/6=3).
