You might say, you get what you pay for. The MX cartels are our pet thugs. Our C** has been down there training the paramilitaries since the late 1990's. This that's in the news right now, Jalisco on fire, is when your pet turns on you, turns on its own government, decides it's the boss. As cartels have become madly successful "businesses", more people want to start that kind of business. It's like a cancer.
