When buying battery wraps is it also necessary to buy the white insulator rings?

No, unless the one you have on the battery is damaged.
It's normally a separate piece of plastic, which you can reuse with the new wrap.

You can reuse them, however the ones from say Battwrap.com or Kidney Puncher (2 places I bought them) have a sticky backing, this makes it easier to wrap the battery as you don't have to worry about the insulator falling out of place.

When I retire batteries, after discharging them, I cut the wraps off and salvage the rings before recycling.

What JERUS said. Moreover, the adhesive backed insulators are generally of a thicker, more durable material than the OEM paper rings.

I don't know what's going on with battwrap.com but they need to fire someone! First, they sent my friend the wrong size battery wraps (difficult to imagine since they only sell 18650 wraps), then I just received an order with the right sized wraps but NOT the terminal protectors which - it says on the packing slip - are supposed to be included :-(

Just curious. Were they the wrong diameter or the length too short? Did they promise to make the missing items good without extra shipping?

They were the wrong diameter - much too wide. Unfortunately a friend of mine had ordered them for me to wrap her batteries, and she was out of town when all this went down. When she gets back I'm assuming she can ask them to make this good and that they will do that. On my terminal protectors, they just sent new ones out with, obviously, no shipping charge.

For such a reputable company, I'm unimpressed with whoever is working in this department.
