Anyone have any recommendations on who has the best prices for quality bulk e-juice?

You might want to try Heartland. They seem to have fair to good quality with matching prices. Granted for me 250ml for about $35 seems a bit expensive, but you pay for not needing to mix it up. They also have DIY resources at Heartland, which can save more money. If you do the DIY route you'll likely want to check out Bull City.
