Safe? Yeah, your mod will go down to 0.10 ohm and will not fire at all below that. Now, you have a 200W mod.. and tsunami is a decent deck with good air flow.. Use a large bore tip (mouth piece) for max draw (less inhale time)
Now, your build sounds pretty good. You might try using the 22g kanthal on a 3.0mm core, 8 wraps per coil. It should come out at 0.25 ohm and vape it at 120W or so. More will give you more clouds, but will heat the vapor, so you have to keep that in mind.
With Regulated mods, you have to think wire surface area (wider, thicker) coils, and power (watts) to fire them. You also have to be mindful of your Max power and minimum resistance. With a regulated mod, you don't have to be concerned with how low you are building your resistance at as long as it is above the minimum your mod will fire. Which is why at 0.25 ohm build will give you more cloud than your 0.19 ohm build.
Also for clouds, get yourself some pure 100% (or as close as you can) pharma grade VG. I get mine from the drugstore by the 500ml bottle ($12.00 canadian) I can get the 1L bottle for about $22. I'll prob start doing that when I run out. So you can actually vape with 100% vg for max clouds. No flavor and no nicotine. It doesn't taste bad, but it doesn't taste good either.. Kind of like plain tofu. LOL.. not that it tastes LIKE tofu.. more like.. what does this stuff taste like?? It tastes like nothing.....
Try to keep your cloud builds around 7 to 9 wraps on a regulated mod.Lots of wick and juice.
OH and buy LOTS of wire. I order mine from kidneypuncher. 250ft for $19 canadian. Or something like that. May as well grab 100ft of 30 or 32 ga stainless steel or nichrome or kanthal when you order, for claptons when you decide to try those.
Now since you are getting into coil building.. here are just a couple properties for commonly used wire...
Kanthal- Cheap. Higher resistance (takes more power per wrap) (easier to build above a specified resistance), Heats slowly, cools slowly.
NiChrome - cheap but slightly more than kanthal. NiChr 80 is best. Resistance is slightly lower than Kanthal (you will get more wraps per ohm), Heats slowly, cools slowly. (but a bit faster than kanthal)
Stainless Steel. More expensive than Kanthal and NiChr. Heats fast, cools fast. (good for wrapping for claptons). Very low resistance.. about 1/3rd the resistance of kanthal (a 6 wrap kanthal coil would require 21 wraps of stainless steel of the same gauge to equal the same resistance. I don't recommend this as a cloud chasing coil material for regulated mods. It is however, one of the best coil materials for super sub ohm building on a mechanical mod. (just mentioned that to be more complete. Not something you need to worry about at this point)
