Concentrate Flavors

I have brought a very concentrated flavors. Some 1:1000 and other 1:3000.
As I should dilute them to achieve a final aroma, then add to the base that already has prepared and stayed a finished liquid.
I estimate that this concentration is too high to add to the base.
Any suggestions are welcome.
