vaporkings (vaporkings.com) used to do that sort of thing in their early days (back when all eliquid came from China and was a struggle to get it through U.S. customs), but dunno if they still do. They've been around for a very long time. Based in Oklahoma.

I don't know if the laws differ from Australia and New Zealand. I know Vape Wild can ship to Australia. They have a great customer service, you can always go to their site and ask them. There is a little blue tab at the bottom right of the screen. Just mind the time difference...Lol.
