Director Neill Blomkamp says that District 10 takes cues from "a topic in American history", and that it's taken so long to make because of his search for a topic worth depicting in the sci-fi sequel.
Speaking to IGN after Blomkamp announced he's joined game developer Gunzilla to make a multiplayer shooter, the director touched on his recently-announced sequel to 2009 sci-fi cult classic, District 9. In February, the director announced that he, Sharlto Copley and Terri Tatchell were working on a screenplay – it seems that work is continuing apace:
"That script continues to be written. It's looking good. It took a decade to figure out, to come up with a reason why to make that film as opposed to just make a sequel."

As for what that reason is, it seems that while South African history (most particularly apartheid) was the impetus to make District 9, District 10 will be looking to events in the US: "There was a topic in American history that the second I realized that that fit into the world of District 9, it felt like an awesome way to do a sequel. So yeah, it continues to be developed and it's getting a lot closer." Blomkamp didn't go into detail about what that topic would be.
Back in 2009, we called District 9 a "science fiction masterpiece you didn't see coming", awarding the movie a 5 star review. "For all the explosions, all the gore, all the lasers and giant, fully-equipped mech-suits," we wrote, "it all feels, oddly enough, completely authentic and totally plausible."
It marks part of a very busy year for Blomkamp who, aside from writing District 10 and working on his first game, also secretly made a secret horror movie during the pandemic – Demonic will be release on August 20. We also recently saw concept art for Blomkamp's cancelled Alien movie.
