Well it used to be, now we are in the age of the Mobile Workforce for the new millineum.
Temps, part times, etc with little or no benefits.
Disposable workers often with the govt subsidizing your employees with Medicaid, food stamps, etc.

I didn't ask how it started, I asked how it came to be the norm.
You might want to do a bit of research on your own. Kaiser led the front for it to be the norm and unions kicked in on getting HC benefits as well.
But now with the demise of unions and the corporatization of our government.
