So I heard from a source that whatever batteries are in the HOG V3 so if i have two 20A batteries it goes up to 40A? Is that just some bull or is there truth?

In a perfect case, yes this is true.

The mod uses 4 batteries, with 2 pairs of cells wired in series, then each pair is wired together in parallel.

The parallel wiring is which gives you the increase in available amps. Most people use a 50% rule though to allow some headroom for safety, so instead of using 40A for 20A batteries they would use 30A.

Series multiples if volts at single amp load.. parallel is multiple of amp load at single voltage.

It's alway a good idea to add a safety buffer for amp load. I use 20%-30%.

Which would perform better or safer? If it matter....
Batteries in parallel to series vs batteties in series to parallel........

The preferred way is to connect two batteries in parallel to create a set, repeat this step to create another set that matches it, and then finally connect the two sets in series. It helps to maintain the balance within each set, which is important for safety because the weakest battery in a set receives the highest current load (i.e. more amps are drawn from it than are drawn from the other one), which could be dangerous, for reasons that are obvious.

However, with two batteries connected in series the balance is also important because if the weakest battery gets discharged too far─so it reaches below 2.5 volts resting voltage─that's when the battery starts to really suffer, and, if the discharging continues, as a result the resting voltage may reach below 2 volts thereby causing severe damage to the battery, which is extremely very dangerous indeed. The same principle applies to two sets connected in series.

The bottom line is all four batteries in the series/parallel connection scheme must be adequately balanced by charging them to bring them all to the same voltage.

But as Mooch explained in the video... battery chargers tend to do a fairly poor job at balancing the batteries so get a separate volt meter the accuracy of which isn't too far off, take the batteries out of the Hammer of God after a number of puffs, feel if one battery is noticeably warmer than the rest, wait a minute until their resting voltages have gone back up, measure them, and all that jazz. As long as you don't pop on a super low ohms build right away and or start chain vaping it you'll do just fine, but also remember knowledge about battery safety doesn't stop here.
