I am totally new to vaping I want a non nicotine mix sounds like about 70/30 from what I researched already, I know the differences in the two VG and PG , Thicker and smoother to Thinner and more favor etc, I guess my real question is where do I get non Nicotine pure 70/30 mix and will that work the best for Liquid Mix. I have my own flavorings to add a little too.

I would just purchase the VG and PG and mix them to your preferred ratio. There are a lot of juice calculators out there. I get mine from Myfreedomsmokes.com. But, there are a bunch that have it. Bull City Vapor, Wizard Labs and I could go on and on.

Gotta consider your device. Some don't like high VG. Kanger coils like 50/50. Nautilus coils, likewise...maybe even 60PG. But if you want to break into DIY without buying gallons right off the bat, you can buy 8 ounces of 70VG/30PG for $9.95 plus free shipping ($1.25 per ounce). That's what I do, since I'm not fully into DIY. I've bought two 8 ounce 70/30 and one 10 ounce 100%VG from the same seller. I trust the seller, and the shipping is reasonably fast (one week, tops). So, if you want to try out my seller, go to eBay and paste the following string into the search box:
8oz E-liquid - 70% Propylene Glycol 30% Glycerin - NO NICOTINE

Also feel free to browse through http://vapingunderground.com/#diy-e-liquid-do-it-yourself.137 we have a lot of people that do diy there... What you would do to get a 30/70 mix (pg/vg) would be to order a quantity of VG and a quantity of PG and your flavoring. Next comes some math:

Lets say I wanted to make 20% Grape flavoring in a 30% pg 70% vg liquid with no nicotine and the flavoring was pg based and I wanted to make 50ml of this. You would subtract the flavoring from the amount of PG you want as it is PG based. and would have:
20% Flavor
10% PG
70% VG

To figure out how much you would use you simply multiply each of those by 50 ml in my example so:
20% of 50ml =10 ml of Flavor
10% of 50ml = 5 ml of PG
70% of 50ml = 35 ml of VG

Moving this over to DIY, since it sounds like OP is looking to mix his own liquid...

As others have said, there are a lot of suppliers - I prefer Bull City and Mama J's (both have active forum members in @Roundhouse and @wllmc), but I've also had success with E-Cig Express (if you can tolerate their website). Lots more out there to choose from as well, and lots of good advice for new mixers in the DIY subforums - not to mention possibly the friendliest bunch out of all of our awesome forum members.
