Is the IPV5 for $39.99 (in my budget) worth getting if my Fuchai 213 craps out past 150W?

When does the IPV6 ACTUALLY begin shipping to people's doorsteps? I don't know the price and I like the features, the awesome new YIHI chip, and ramp up time settings. I might need to hit 165-170W with LG HB4s for a few new coils I plan to use soon so I was wondering if the ramp up is basically INSTANT vaping when you press the fire button or is it like the RX200S with a slower build up toward the high power blast? two questions I guess. Thanks in advance.
