I'm sorry, my choice of words was incorrect. The company I was referring to, That 1 Vape, does have their flavors registered and just went through a huge pain of having to redo their website so that the flavors which were not registered are no longer for sale.Juice made to order is technically prohibited now as each new product requires an application.
The registration of all the SKU's was extended to June I think is the new date.

I have read the deeming regs a quite a bit. I feel it is still gray in areas, likely by design, to allow them to regulate on the fly.
But, @freemind mentioned that he would not make juice for others because it was illegal with repercussions. According to the link you posted, simply making your own diy without going through the procedures set forth is just as illegal. Seems diy juice is illegal in and of itself, without jumping through the hoops. As well as making coils at all. Since making coils is manufacturing as well.
So, should this site even have a diy section since it seems to be in opposition to the law? Or require a fda registration credential to view the diy forum?
I do have a correspondence started with the FDA just to clairify. Will report back with my findings.

At work Friday an associate ask to try my device as they're interested in trying vaping again. So I handed my eVic mini to him. He hit it and said wow if I start again I want you to make my jiuce. That's 3 people now that like my sweetened green apple ejuice. I'm not sure I want to mix for other people I'm doing it for me. I told him I'd show him how to make it. I wasn't interested in making alot of juice. He acted like I was being rude. To me this is like a friend eating dinner with you then saying hey make me that steak 2 times a week. Anyone else stingy with their juice or am I the only D.I.Y. E-juice Scrooge here. LoL
He doesn't understand I make my own coils on my toptank mini with its rba plus head, .56 ohm micro coil. I told him this is not store bought. I tried to explain but he was upset. So not sure what to say anyone else have these issues.

I charge all my friends $4 a 30mL bottle, or $6 for a 60mL. That's way better than they'll ever get in a shop, significantly better than anything they'd get online, and I make my stuff for about $1.75 a bottle. Not trying to make a killing, just want to be paid for my time and energy, and supplies. None of my friends has an issue with it.
You're more generous than I am. I'll sell some of what I make for myself, if asked, for 25 cents per ml -- which is about half what you'd pay online. I don't do special orders, I ain't a store -- if someone wants some of my strawberry & cream that I make for myself, 86% PG, it's 25 cents per ml. Otherwise, they can go buy their juice online or in a store, or make their own; not my problem. But selling some of what I make for myself is the only way I can be sure that they're getting a good product -- if I sold something that I don't vape, I wouldn't be sure it was any good at all.

Well, as the handle implies, I'm on a never-ending quest to get my friends and employees to stop smoking, or at least reduce. So I go on the trading post to find inexpensive equipment to resell to them for whatever I paid... and since juice is quite expensive at the local smoke shop (wherever you go), I want to make sure they're covered there too. Most of them come from quite humble beginnings... former foster kids, broken families, child abuse, etc.
The least I could do is save them as much money as possible by curbing their cig habit ($8-$10 a pack here in CT), and giving them a cheap and fun alternative.
Yikes, they're still less than $6/pk here in GA. Which is probably one reason why GA is fairly pro-vaping -- they haven't been in the habit of extorting smokers quite so dreadfully, haven't sold ANY "MSA bonds," and there are still a lot of smokers in GA... no doubt, some are friends and family of our lawmakers; some may even BE our lawmakers! So there's only been a LITTLE vape-hate down here.

In all honesty, I wouldn't be so sure of yourself. If you paid attention, you would see that people get convicted of shit all the time, with zero evidence.
