looking for a recipe for Bilberry by Vapergate
Bilberry, its a candied blueberry halfway between an authentic and an artificial blueberry. It tastes very close to the blueberry syrup at IHOP. Despite the name, this is a Blueberry vape, not a Bilberry vape which actually does taste completely different. Bilberries are distinct from blueberries with a different profile but are closely related to them.

Pretty good pile of flavors.
Careful with the CAP Blueberry Jam as I've heard it's quite strong, and also the INW Waffle.
FW Blueberry isn't too bad either
CAP Blueberry is also a bit stronger/darker than the others.

This was a good one, maybe not what you're after, but you could test all the Blueberries anyway, but stand alone BB works fine too.

3% TFA Blueberry Wild (my favorite so far)(I normally use 5% when mixed in with a bunch of other stuff tho)
2% INW Biscuit
(optional) 1 drop of Stevia or Sweetener to 15ml

It tastes very close to the blueberry syrup at IHOP

This might be the harder part if you need to use sweeteners cause they impact the taste, like diet blueberry.
(Unless the meaning is, "the taste of the Blueberry itself only")

Think the biggest thing will be finding out which Blueberry is the closest match.
You can also mix different ones together, or add a touch of Blackberry, Lemon, etc.

I don't use but a couple of the NF flavors, like Ginger, and (Organic Malt which works fairly well for Shakes or Malts).
Most are kinda weak compared to many others.
And not likely to find a single flavor that will do the trick stand alone.
With DIY experimentation you can usually mix something even better, might take a few tries tho.

From the list of flavors you have I'd try:
3% TFA Blueberry Wild to start, just to keep it lighter, adjust this after testing to get the strength the way you like it best.
2-3% TFA Vanilla Swirl, or Vanilla Bean Ice Cream
1% CAP Sweet Cream or Butter Cream
0.5% FA Marshmallow will add some fluff and body.

Also simple but good
2% FA Fuji
2% INW Biscuit or FA Cookie

2-3% Strawberry Wild (I used 2% INW Shisha Strawberry, but it should still be good)
2% INW Biscuit

All the fruits I've tried so far work nice with Biscuit, Passion Fruit, Pomegranate, etc.
