Hey, so my son has gotten into vaping and is a minor (17) is it legal in the state of Texas for him to be smoking Non Nicotine ejuice?

I don't believe it's illegal for him to actually vape, but it's illegal (at least in California) for him to buy any vape equipment or juice.
