Consisting of Barbara (Erin Richards), Jerome (Cameron Monaghan) and several newly introduced characters, The Maniax were formed by billionaire "philanthropist" Theo Galavan (James Frain) for the express purpose of reigning chaos down on Gotham.
Also, could the video be teasing Barbara becoming this show's Harley Quinn? At the 1:27 mark, note the red, black, and white outfit. Because it certainly feels like Jerome and Barbara are being groomed for Joker and Harley. Though she's not exactly enamored with him right now.
