It turns out that Hyrule Warrior's popularity with Zelda fans was the reason why a handheld iteration of the action game is in development.
Speaking with Famitsu (via Nintendo Everything), producer Yosuke Hayashi cited the "positive reception" of Hyrule Warriors and Zelda fans calling for a similar game on the Nintendo 3DS as the motivator to begin working on it shortly after the Wii U game released.
During the early days of Hyrule Warriors Legends, the development team decided to feature The Legend of Zelda: Wind Waker on the 3DS game, since it had previously been left out on the Wii U due to the difficulty of integrating its unique look with that of Ocarina of Time, Twilight Princess, and others. Because it is a different experience and features a new style, Hyrule Warriors Legends on 3DS will be more of an epilogue to Hyrule Warriors on Wii U, picking up where the story of its console counterpart left off.
