OK so I recently got a x cube mini and a dark horse RDA but whenever I go above 30 watts it shows a battery low symbol and the batter is brand new and yes I have charged it. Also i can sometimes get it above 30 but its just random and it always does it at 1.5 seconds into the pull and its at random so if I turn it the watts down it will work for a little while then I have to try them down again and again. So whats wrong with it?

It definitely sounds like one of 2 things is going on. Either you have a defective mod, or you are using a battery that isn't sufficient for higher power vaping. Since you didn't say what kind of battery you are using, that would be my first guess, and I would recommend trying a different battery like the LG HG2, the Sony VTC 4/5 or the Samsung 25r. These are all proven batteries, and if the problem continues then you have ruled out the battery as the problem.
