You can, I hear it's fairly simple to do. You should be able to find some vids on YouTube on the build. If the tank is a mini, or bigger, there should be RBA decks available for purchase. Would be much easier to build on. If it's the nano size, sadly, there isn't one, so rebuilding the existing coils would be your only shot.

You could, but it would be a PITA, if you want to rebuild coils, they sell an RBA for the subtank mini. You would be better off buying that then rebuilding the premade coils IMO
for the price of 2-3 coils you can have an RBA deck for a Subtank Mini tank.
