The great thing about vaping is, even in the worst case scenario, the only tricky ingredient to get is nicotine. All the rest (electronic hardware, glycerin, PG, flavorings...) is just about impossible to control or tax. Since you can stretch highly concentrated nicotine a long way, I expect a thriving and reasonably safe black market to appear in no time flat, to route around unreasonable / corrupt government interferences.
