Alot of wholesalers do it like that. I have actually ordered bulk and shipping cost more than the order. I think its because they charge x amount for z amount of product y. For example, one place I ordered a few times from has 240 ml of liquid for $8.24 and shipping is $8.75.

Anything below 8oz is $4.95, 8oz-1 liter $8.75 and anything above that til you hit gallons its $16, see where thats headed? No matter package size or weight, its a price bracket system.
