You forgot some steps:
1a. Gets consideration in whatever committee it got assigned to.
1b. Gets voted out of committee onto the floor.
Any congressman can introduce legislation to do just about anything. The vast majority of it never gets to the floor for a vote.

Never said it would be passed by a democrat controlled House, just that it was introduced as it says under status.

How does what amounts to an unarmed neighborhood watch qualify as, "too far"?
It doesn't. It is a healthy response. The author of the article may feel that it is too far, but I don't - the point of my posting it is I'm happy the citizens in Germany feel differently & are taking necessary steps to protect themselves & others when the local authorities fail to do so irregardless of local firearms legislation.
