Certainly there is plenty of time to logistically implement the issuance of the cards in a matter of months pulled from drivers license & voter records cross referenced with immigration status. What is time consuming is the legal battles & political will required to get the states to comply. The best way to do that is to tell the states that in order for their votes to be counted in a federal election they have to comply with a mandatory voter ID provision, win that in SCOTUS & see how fast the states rush to implement it.
To be honest, you really wouldn't even need to issue cards if polling places just had facial recognition systems that already exist at the entrances to polling places to flag out the illegals to be pulled out of the voting lines for a more comprehensive ID check. Again, don't see it happening as all sorts of legal challenges would ensue to challenge the implementation, but don't tell me the implementation isn't possible.
For that matter they could tell everyone's identity entering a polling place by the cell phone in their pocket, but they wont.
Even a purple ink pad & a thumb print on a paper ballot would be enough to discourage most of the voter fraud, but again, legal challenges even though it is a standard everywhere the UN ever oversaw an election in a 3rd world country.
If he does not take steps to combat voter fraud in 2020, Trump will lose. He surprised them in 2020 when white hats stopped the theft of the election, 2018 proved the Dems will think nothing of resorting to wholesale fraud in 2020 to win. They are already shooting their mouths off about Trump not stepping down after he loses in 2020 because they expect he will call out the fraud they are openly telling America they will commit.
So you tell me, if there is no time to implement any system, what do you expect Trump & Barr to yank out of their ass to combat voter fraud?
