Hello guys, is it safe to use that battery or is it damaged?

I think that is just ejuice that has seeped between battery wrap and battery. If you're concerned you could always rewrap but I think its OK

This battery isn't damaged, its normal that dirt gets into the wrap.
You can choose to rewrap your battery to a thicker wrap to protect the battery, as long as there is no metal exposed and there is no venting happening from the positive pin your'e safe.

I will third the previous two posts ergo making it carried by a committee as unanimously voted upon. Yes, you may reuse the battery. I will second the idea of re-wrapping it and can suggest using the wraps sold by IMR. Their wraps are affordable and durable.

Yes it looks like e-Liquid to me but aside from worrying about the battery you need to find out how that much liquid got into that battery. I would worry about e-Liquid shorting out your MOD. Just my opinion not knowing what MOD or tank you are using. Good Luck
