Recent congressional amendments to the PACT Act, signed into law as part of an omnibus spending bill, have broadened the definition of tobacco products to include vapes and vaping supplies. E-liquids, mods, kits, disposables, pod systems, and all other vaping items are now defined as tobacco products, and as such, they will be regulated more harshly.

In fact, Congress has prohibited USPS from shipping vape products, and FedEx and UPS intend to stop shipping vape products as well. We work with these carriers exclusively to fulfill orders, so we’re forced to adapt swiftly and change service handlers.

For your information, the carriers will stop shipping vape products on these dates:
  • FedEx, March 1
  • UPS, April 5
  • United States Postal Service (USPS), April 26

We’re working to engage a network of alternative carriers to fulfill our orders (and we’re optimistic about our success), but as a precaution we’re advising customers to stock up on vape supplies before the dates above, just to ensure you have what you need.

Our goal is to continue providing fast, affordable delivery, but we know that customers in remote areas may have greater difficulty receiving vape mail in the future.

Vape Shipping and the PACT Act

What it is:
On December 27, 2020, the President approved an emergency Covid-19 economic relief and government spending package called the Consolidated Appropriations Act, 2021. In addition to numerous provisions designed to support other industries, the bill includes legislation that could have major impacts on the e-cigarette industry.

This legislation, the Preventing Online Sales of E-Cigarettes to Children Act, extends the Jenkins Act and Prevent All Cigarette Trafficking (PACT) Act to cover all electronic nicotine delivery system (ENDS) products, including related accessories that do not contain nicotine.

What It Does:
Under the Preventing Online Sales of E-Cigarettes to Children Act, commonly referred to as the “vape mail ban”, the United States Postal Service (USPS) is required to impose new restrictions that prohibit the shipping of ENDS products through USPS no later than April 2021. It also imposes a number of stringent requirements for online sales. By March 27, 2021.

What we know:

On Feb. 19, USPS published its proposed rule, titled “Treatment of E-Cigarettes in the Mail,” in the Federal Register, and provided a 31-day window for public comment (which ends March 22). The final rule will take effect soon after publication—on March 27th, according to Tobacco Reporter. That is the same date the PACT Act rules will become law.

Fedex announced they will no longer ship ENDS products effective: March 1st

UPS will no longer ship ENDS products effective: April 5th

Post-March 27th online retailers will be required to:
Verify age of customers using a commercially available database
Use private shipping services that collect an adult signature at the point of delivery
Register with the ATF and the U.S. Attorney General
Register with state and local tax administrators in all states and localities where business is done
Collect and pay all applicable local and state taxes, and affix any required tax stamps to the products sold
Each month, a list of all transactions must be sent to each state’s tax administrator that includes the names and addresses of each customer sold to, the quantities and type of each product sold, and the name, address, and phone number of the person delivering the shipment to the recipient
Many business's including ours have been able to come up with solutions for each of these requirements except for private shipping services.

We are currently working diligently on a solution to continue shipping products to customers across the U.S. Until we find a solution please note:

After March 26th, 2021 we will no longer be accepting online orders for delivery outside the states of Wisconsin and Minnesota.

We will continue to fulfil online orders for Wisconsin and Minnesota-based customers as usual through April 5th, 2021.

Thank you for being a part of the GV family. We know there is a lot going on in the world, and sometimes it's hard to keep up.

In case you missed it: At the end of December 2020, the US Congress passed a rule that will include e-cigarettes and vapor products in the Prevent All Cigarette Trafficking (“PACT”) Act as part of the omnibus 2021 Consolidated Appropriations Act. To explain it very simply, this change means that starting on 3/27/2021, vapor products are considered tobacco products and can not be shipped via the United States Postal Service (USPS) and are subject to the same shipping rules as cigarettes, pipe tobacco, and other tobacco.

What this means for Giant Vapes: First, we're not going anywhere. Our intention is and has always been to provide the best vape products at competitive prices and affordable shipping to you, our adult consumers. We will continue to do just that, while complying, as always, with vapor product regulations. However, for us to continue to ship to you, we do have to make some big changes.

The good news is: this isn't goodbye. But we do have some less-than-good news for you today.

How we'll ship after March 26th: With the new regulations, we won't be able to use USPS (our free shipping method) at all. We'll still ship your orders quickly, but shipping prices are going to change, and we may not be able to service every address right away - tobacco product shipping is a complicated process. We'll let you know more details soon, so stay tuned for more news on that front via email and at https://www.giantvapes.com/news/.

Your deliveries after March 26th: Every single shipment will require an ID check and adult signature at delivery. No exceptions - it's the law.

Product availability after March 26th: We have been working with every single one of the manufacturers we partner with to make sure that we'll be able to keep your favorite e-liquids in-stock, but we cannot guarantee that every product will be available. Between PMTA and the new business-to-business shipping requirements for vapor products, some manufacturers may discontinue some (or all) of their products.

Should I stock up now? We do encourage you to take advantage of our free shipping now, before we have to turn it off on 3/26.

We're working around the clock to make sure we can continue to ship to as many customers as possible, and we expect seamless service to a majority of our customers, but select areas may not have delivery coverage right away. If you're in a rural area, now's a great time for you to pick up some extra vape supplies. When we have more specific information about locations that we can or cannot ship to within the US, we'll update you.

If you are outside the continental United States (Alaska, Hawaii, or U.S. Territories) we will not be able to ship to you after 3/26, so we do encourage you to stock up. It may be several months or more before we have a delivery option available to you.

Dear Valued Customer,

We have been working 24-hours a day, in three shifts, to meet the surge of orders prior to the vape mail restrictions. To ensure all orders get out by the March 27th deadline, we made the cutoff to place orders March 24th at midnight (PST). Fortunately, our hard work has paid off and we have processed and shipped more than we thought. As a result, we can extend the shipping to today, March 26th, at 11:30PM (PST).

As you likely have heard by now, vape products ordered online will be greatly restricted and in some states/cities banned entirely. FedEx has already stopped shipping, UPS stops on April 5th, and USPS will stop any day now. In addition, the new PACT Act regulations will take effect on March 27th, which will also greatly impact vape sales.

Notwithstanding these new regulatory and logistical hurdles, Vapor Authority remains steadfastly committed to serving our valued customers. We have secured contracts with local and regional carriers in order to construct a viable network through which we can continue to ship. However, there will be some areas that we will not be able to ship to whatsoever.

As we first begin this immense transition, we will be limited to the states and cities to which we can ship, but rest assured that we are working diligently to expand our network and will be opening up to as many states and cities as we possibly can and as rapidly as we can.

Updates Regarding the Ban of Vape Mail in the US

To our all valued customers in the USA:

Thank you very much for your constant support and trust in Innokin Store. As you may know, the upcoming PACT policy and Vape Mail Ban will be implemented on March 27, 2021, we will no longer be able to fulfill vape products via USPS, FedEx, UPS to individual consumers. Even though USPS is still available for the moment, they will no longer accept Vape Mails from March 30, 2021. To ensure that your orders can be shipped out before the Vape Mail Ban on March 30th, please make sure that you place the orders no later than March 29th.

Carolina Xtract says they plan on shipping nic base to consumers but not as a vape product, rather as an ingredient to make lozenges, gum, etc. Said that if anyone contacts them with a question or statement mentioning vaping, their account will be terminated.

PACT ACT Announcement.

Here at eJuice Deals, we are doing everything we can to ensure compliance with the PACT Act's rules and regulations. It may be a bit of a bumpy road, but we're in this for the long haul! However, that means it's time for an update about some new changes to how your purchases are taxed, shipped, and delivered.

When you reach Checkout, you may see some additional state or local taxes that you've never had to pay before. After March 25, 2021, taxes in many areas are scheduled to increase- some marginally and some by a drastic amount. If you're concerned about how this tax increase may potentially affect you, be sure to visit your local municipality or state government's website for more specific information.

As of March 26, 2021, all shipments of online vape product purchases are considered USPS Priority [PACT Compliant] Shipping and will require an adult signature to complete delivery. Yes, this does mean you, or someone aged 21+ with a valid state or government ID that reflects the shipping address, must be present and sign for your delivery—additionally, every order placed at eJuice.Deals will now carry an additional $7 handling fee that will also reflect your shipping costs at checkout.

Here are a few suggestions if you are unable to meet the new delivery requirements:

1. Request a Pick Up - USPS offers an option to schedule a time and location to pick up your package from a USPS authorized facility. To learn more information about exercising this option, visit the USPS website.

2. Open a P.O. Box - P.O. boxes are available for rent at most USPS locations and are an effective means of ensuring you successfully secure your delivery. If you're interested in opening a P.O. Box, be sure to visit the USPS website for more information.

3. Delivery Reattempt - If you miss a scheduled delivery but are typically available to sign for your package, your mail carrier will leave a slip on your door with more information on how to schedule a re-delivery attempt or arrange to pick up your package at a nearby USPS authorized location.

If you are an eJuice.Deals customer: don’t worry! We’ve known about the PACT Act and what it could mean for the vape industry for a while, and we’re prepared to work through these new regulations and rules to remain competitive in the industry and compliance with all government mandates. However, to continue to serve our customers, there will soon be some significant changes to our shipping policies.

Deliveries made after March 26th, 2021 will require an adult with a valid photo identification and signature to complete as outlined here on the USPS website. This additional step will add a small fee onto your order. April 26th, 2021 is the day you will want to mark on your calendar. After that date, USPS will no longer ship vape products of any kind.

Also, if you live outside the continental United States, eJuice.Deals will, unfortunately, stop shipping products to your location after April 26. If you are outside the continental U.S., we highly recommend stocking up now and checking back frequently; we are already working hard to find the solution for your shipping needs, and we will let you know when we have one in place.

We will continue to provide updates both here and through our emails, as we learn more about the shipping carriers we will be working with moving forward. If you currently do not receive our newsletter, you could be missing out on valuable updates! Be sure to sign up.

Finally, we are actively working with our manufacturer partners to ensure we restock your favorite products, brands, and flavors as quickly and efficiently as possible. In light of the many changes to industry rules and regulations, some e-Liquid makers will opt to stop producing some or all of their products.

As a result, you may see some significant changes to our inventory in the coming months. Rest assured, we are doing everything possible to ensure our customers never lose the ability to purchase delicious, high-quality e-Liquid at a reasonable price. The best advice we can give right now would be to stock up now! If you’re in a rural area, you may be in danger of temporarily losing coverage, so now is the best time to stock up and save.

This process may not be seamless, and certain areas may experience temporary delays or lack of shipping coverage as we transition to new shipment models. PACT ACT​

Offering premium e-juice at affordable prices is what we do best at Cheap eJuice, and we have no plans to stop. In light of recent regulations and new laws we must follow, we want to update our community and crush any rumors before they start.
Cheap eJuice is not going anywhere. We are here to stay. That being said, there will be changes to how we ship and how you receive your orders.

The PACT Act of 2020​

In December of 2020, the U.S. federal government signed a bill that included what they call the PACT Act (Prevent All Cigarette Trafficking Act). Thus, all vape retailers must change a few things about the way they operate, but this does not mean closing our doors.
We are here to tell you quite the opposite; we will remain open, we are restocking our products, and we will continue fulfilling orders, but there are a few changes that our customers need to be aware of.

What’s Changing​

After April 26th, 2021, USPS will no longer be an option for shipping vape products. However, there are alternative options, and we will continue to update you on these when we know more.
Starting March 26th, customers are required to show a valid ID and sign for their packages containing vape products as the second step of age verification. Please read the USPS website for further details on adult signature requirements. We understand that this is a hassle for you guys, but this ensures that only adults can get vape products, and an extra layer of protection is never a bad thing.

Additionally, there will be new federal and state taxes on all tobacco and vape products, which may affect your order’s final price. We will do everything we can to minimize the extra cost for you and make e-juice as affordable as possible. Some e-Liquid manufacturers are discontinuing some or all of their products, meaning you may see some inventory changes in the coming months.

What You Can Do​

While this is a tough time to be in this industry, we want to assure our customers that there is no need to panic. Cheap eJuice is not going anywhere, and neither should you. Please continue to order what you need and take advantage of more affordable shipping costs while you can. To stay updated on all that is changing, sign up for our email newsletter and check your inbox frequently to remain up to date.

If you would like to stand against these new regulations in the vape industry, you can call your local representative and let them know how the PACT Act negatively affects you. However, this is not necessary. We are rolling with the punches and making it work, and we hope you will too.

PACT ACT Vape Mail Announcement

Starting March 27, all packages will require Adult Signature (21+) upon delivery with I.D. check and will include a $5 fee at checkout.

If we are unable to ship to your State, a notification will be indicated at checkout. If it is a temporary pause, we are working closely with the State to resume sales as soon as possible. Please check in with us in a few weeks as our shipping options will be made more available weekly.

Shipping Update 3/17/2021:
We are currently experiencing a high volume of orders and shipping may be delayed. Rest assured, our team is working hard to process your order as soon as possible but please expect the full 72 business hours for processing. You'll automatically receive a tracking link as soon as your order ships. All orders that are successfully placed will be shipping out.

Shipping Update 2/20/2021: Due to severe winter weather across the U.S., major shipping carriers such as USPS and FedEx are taking safety precautions for the hazardous conditions. This may result in delays for scanning, tracking updates, and final pickups and deliveries in certain parts of the country. The impact of this has impacted shipping operations of the carriers well into March.


Please note that your packages are not lost as all parties involved are making their best attempt to deliver your order as soon as possible.

Note: Due to COVID-19, we have noticed that USPS and FedEx are experiencing delays in scanning and processing on some shipments due to unprecedented volume increases and limited employee availability. Please note that delays might occur with your order so we recommend to wait patiently for up to 5 business days for Tracking to update once you have received a Tracking email. You may contact your local USPS or delivery person for updates in regards to regular mailing services. Once a package is ready for shipment, a Tracking email will be automatically sent out and the package will be handed off to the shipping carrier.

Free Domestic U.S. Shipping on Orders Above $100

Note: Option available whenever the final cart price is above $100, excluding applicable sales tax, excise tax, discount code, and reward points. You must select Free Shipping during checkout to be eligible. Please note that we prioritize all paid shipping customers before Free Shipping orders.

When will my order be shipped?

It can take up to 72 business hours to process before it is shipped out for all orders. We strive to ship orders out as quickly as possible with processing priority to customers with paid shipping. After the processing period, a tracking email will automatically sent to the email on the order to showcase that the package is ready for shipment and sent to USPS for shipping deliveries. All shipping transit times are estimated delivery time.

Note: During the busy holiday season or surge of sales, processing can take up to 5 business days (usually 72 business hours). Our team works hard everyday to ensure customers receive packages as soon as possible so we greatly appreciate your patience.

We process orders from 9:00AM PST - 4PM PST on weekdays. We do not process orders on Saturdays, Sundays, and U.S Federal Holidays.

State Regulations:

Due to State rules and regulations in the ongoing Youth Prevention efforts, we are unable to process or ship any orders to the states of Arkansas, Maine, Utah, and Vermont at this time.

For the State of New York, New Jersey, Massachusetts and Rhode Island, we are unable to ship any flavored E-Liquids to customers located within these jurisdictions at this time, regardless of the nicotine strength. The same rule will apply to the City of Chicago. We are only able to ship out Tobacco E-Liquid to these states so be sure to remove any flavored E-Liquid in order to check out. Orders with flavored E-Liquids will be removed and cancelled from the order, subject to entire order being cancelled and refunded while the rest of the package will be processed normally.

For the State of Maryland, we are unable to ship any Disposable Vape to customers located within the state due to local regulation that was put in place.

For the City of San Francisco and Anchorage, we are unable to ship any vaping products to customers located within the city due to local regulation regarding the sale of vaping products.

Adult Signature Fee: In accordance with local jurisdiction and laws, all orders requires the use of Adult Signature Confirmation (21+) upon delivery for packages containing e-cigarette related products. To receive this package, the recipient is required to show a proper form of government photo identification to the delivery employee for age confirmation. This delivery service requires an additional charge of $5 and the rates will be reflected during the checkout process.

During COVID-19, customers are still subject to Adult Signature Fees as USPS have a new procedure in place to validate the order while adhering to new safety standards during the deliver process.

What’s Next

Beginning March 22, 2021, our team will be activating the new delivery network,
initially available for customers in certain regions of the U.S. The option will be shown at checkout.

Coverage will be limited in the initial rollout and we may not be able to serve our entire customer base due to logistical constraint or lack of regional carrier service. However, as the carrier’s coverage expands, we will make sure shipping services are made available as soon as possible so hang on tight. Shipping options, costs, and coverage area will be made available during the checkout process.

Unfortunately, we will not be able to service customers in certain States and cities starting March 27. We are working closely with these States to ensure compliance and will resume operations as soon as possible.

In the meantime, we recommend customers to stock up on vaping gears and E-Liquids to ensure adequate inventory reserve while shipping operations are still normal.

Moving forward, all packages will require Adult Signature (21+) upon delivery and will include a $5 Fee at checkout. You can read more about the service here:

We have some good news and some bad news to share, so please read this notice in its entirety. At Ultimate Vape Deals, we strive to provide our customers with a wide range of vape products at affordable prices, and we will remain open and operating while things are changing.

Say it with us: Ultimate Vape Deals is not going anywhere! Now that we got that out of the way let’s talk about what’s changing.

March 26th & April 27th, 2021 - Changes in Shipping Options

In late 2020, the U.S. government signed the PACT Act (Prevent All Cigarette Trafficking Act), which will change how we ship your orders to you. To ensure our customers are of legal vaping age, beginning March 26, 2021 all orders will require an adult with a valid ID to sign for each delivery. USPS has outlined this regulation here. USPS will no longer be a shipment option after April 27, 2021, but there are shipment alternatives, which we will update you on as the date gets closer.

Unfortunately, we cannot ship to customers who live outside of the continental U.S., so if you live in Hawaii, Alaska, or a U.S. territory, please sign up for our email newsletter to update you on shipping options as they become available. There will also be new federal taxes and fees on every vape order, affecting your order’s cost. In the meantime, we recommend stocking up on what you need before these changes take effect.

What Happens After April 27th?

As we said, Ultimate Vape Deals is here to stay. However, the small changes mentioned above will take effect on March 26 and April 27th, 2021. We will continue to offer our extensive catalog of products at our always affordable prices. Still, in the wake of PMTA regulations and these new laws, some e-Liquid manufacturers are closing their doors, meaning we will not carry their products. We are currently restocking, and we will continue to restock our website with the products you know and love with these exceptions.

We know that this might be frustrating or even scary, but we promise that we will always be here for you. Ultimate Vape Deals is run by vapers, for vapers, and we will be standing beside you during this challenging time.


What Can I Do?

In the meantime, we recommend that everyone stays calm, orders what they need, and rolls with the punches, just like we are. If you would like to take a stand against these regulations in our industry, you can reach out to your local representatives and tell them how these laws affect you. We spent years preparing for the FDAs Pre-Market Tobacco Application (PMTA) and submitted over 1500 PMTAs and they were accepted and are currently in Scientific Review. This should have given us at least a year to continue to sell online. Due to the government wanting to protect the children from dangerous all in one pod type mass marketed devices containing high Nicotine salts (which we support). The CARES act; the $600 stimulus package. Way down on page 5100 something was an inclusion of electronic cigarettes into the Jenkins and PACT act and an order to stop all shipping to online customers of vapor products. That’s batteries, coils, eliquid, ect anything with the intended use to be vaporized and inhaled.

Due to this all retail sales have shifted to the distributors and they do not currently have shipping solutions worked out.
We have been manufacturing since 2012 and nothing has changed in the currently available products since around 2015.
If you have been a DIYer, tester, experimenter, researcher ect and wish to acquire WTA to further your continued Personal Academic or Commercial research. We will not be referring to any products as vape or eliquids or infer that they could or should be used as such. If you goto the website you will see the following statement.

Well, that's good news!​


We've been dreading the thought of having to stop our US shipments...

But it looks like we won't have to!

Not right now, anyway.

There's an extension on shipping via USPS.

We can now ship all vape products until April 27, 2021.

While that's temporary good news, remember - things are always up in the air.

URGENT PLEASE READ: NEW CHANGES:

Unfortunately, we have made the difficult decision to temporarily suspend all shipping starting April 9th, 2021 at 3:00 PM EST. If you have vaping supplies that you need, please make sure to get your orders in before then.
On a brighter note, we are happy to announce that in-store pick-ups will once again begin for North Carolina and South Carolina customers starting April 8th, 2021!
However, for now, we will not be opening the storefront for customers to come in and make purchases inside of the store location. Please make sure your orders are placed online in advance of your arrival. I-store pick-ups will be available from 8am to 5pm EST Monday through Friday.

The Chinese Vendors started using Hilarious Customs Declarations years ago. I once ordered Tank Glasses and it was marked as Glass tubes. I would have to search through my photos for some of the better ones like MOD's listed as Electronic Parts. That isn't a lie if you think about it. They just use Acronyms for things like MVP.

Yeah, lots of "tubes" & "filters" are shipped from China.
My curiosity is about the return address, though, rather than the customs declaration. A package from "Rebel Vape" may not be accepted by US shippers anymore, even if it contains nothing but an unrestricted component or a PMTA-accepted product.

One way or another, we will be seeing higher cost for what's available in the US while we wait to see what the PMTA process eventually allows to be sold. What's left after that will likely cost even more.

The US Postal service is postponing the ban on shipping vaping products, stating they need more time to implement the changes imposed by Congress.

Once Deeming Regs are enforced, though, nearly every product on the market currently will be illegal to sell, USPS mailing ban notwithstanding.

Besides, as I understand what the article says, the FDA actually has no legal authority to regulate nicotine-free vaping products or products containing nicotine not derived from tobacco. They do so anyway. So, in practice, the feds can do whatever they want. And they (i.e., their financers) want vaping as we know it gone.

Don't know how/if this applies to BtoC shipments or just BtoB, but it's nice to see a carrier stepping up nonetheless. My latest Element Vape order just arrived via USPS Priority. It has a 'contains nicotine' sticker even though it contains no nicotine, and didn't need to be signed for, though it did need to be hand delivered.

Not sure.. but I gave them a thrashing in mail that if they do not expand their shipping, they wont be in business long, as most all of our vape things do come from China, and with no one shipping.. yeah... that was right when all this mail crap happened, so who knows?

We have secured contracts with local and regional carriers in order to construct a viable network through which we can continue to ship. However, there will be some areas that we will not be able to ship to whatsoever.

As we first begin this immense transition, we will be limited to the states and cities to which we can ship, but rest assured that we are working diligently to expand our network and will be opening up to as many states and cities as we possibly can and as rapidly as we can.
Yup. They ship. And charge full state taxes. But they sent me the wrong order…. So let’s hope they also send full refunds.
