Your last comment shows you're obviously NOT a banker. Based on your language & demeanor I'm guessing you're an uneducated sailor, probably a merc. Sure, I can waste my time to open a case with my bank also, but vendors are given time to complete transactions in cases like this. All ECX has to do is provide the shipment confirmation and I'm back to square one. So

In answer to your question, they said they can't cancel or refund the order until the carrier "verifies" their failure to deliver (although the tracking clearly showed it). So you're right, they didn't "refuse" the refund request as much as they ignored it. They also waited to ship on the 21st, instead of the 19th as promised. Speaking as a business manager, if my company sends something to a client and it's lost, damaged, or delayed by the carrier, give the client the option to cancel for a full refund, or send the order ASAP (usually within 24 hours),
which ECX didn't. We also give credits or discounts on future purchases, or a 50%-100% refund (if the delay is more than 10 days from the estimated delivery date).
Excuses don't improve results, whether it's an incorrect / incomplete order, or was lost or damaged by the shipping service. I'm not asking for the keys to their company limo, I just don't appreciate the lack of initiative or promptness from ECigExpress to remedy the problem. I was actually looking for their executive contact information when I found this thread with similar complaints. I would have moved on after the original comment if it weren't for your ignorant foul-mouthed, reply. I'm well aware that it's not very uncommon for the carrier to foul things up, and have returned parcels delivered to me by mistake on numerous occasion.
