He's holding back because RBG is not yet dead. He needs Barrett in place so a controlled SCOTUS cannot tip the scales of justice in favor of the conspirators. RBG & Roberts must go, but he cannot truly proceed with meaningful change while RBG sits on bench. He doesn't need Barrett seated yet, but RBG must be unseated to tip the balance of the court toward upholding the Constitution over ruling in the globalist's favor as Roberts is compromised. She was not expected to last this long & there is something odd about why she has.

The removal of judicial roadblocks on many fronts including deportation depend on it. Better to hold off on the cases than risk losing them due to a dirty court.
