I am planning on buying an external battery charger, but my batteries currently have a power imbalance. I was just wondering if I were to buy a battery charger, could I charge both batteries to a balanced state? Or should I proceed differently?

PS: I am also looking for a cheap external battery charger for the MXJO IMR 18650 3000mAh 3.7V 35A batteries, so if you could send me a link of one for amazon or ebay, that would be great. Thank you so much for your help!

Welcome to VU.
Those are 20 amp batteries at best btw. There are no 3000 mah 18650 batteries over 20 amp.
And yes an external charger should charge up your batteries equally.

I don't use ether of those sites but here's a link to a good site for some ideas.

Any of those will be good, I have been using the Nitecore I2 for 3 years now with no problems and a lot of people like the Efest ones.
Best to use only Sony, Samsung or LG batteries rather than any re-wraps. Sony VTC5a is the hot battery right now.

Would this be a good purchase do you think?

Just that, it's a basic charger. It will do just fine. There are other chargers out there that will reduce the voltage on an over charged battery for you, wake up "sleeping" batteries, and generally display more information. The one you are looking at is a "basic" charger. Don't read anything into it.
